Public Meeting with Cllr. Tim Barker speaker on
Planning for a flourishing Shropshire

On 20th April 2010
we had our Annual Parish Meeting, this was a public meeting and we were pleased
that it was very well attended. The purpose of the meeting was for Cllr. Tim
Barker to explain the new planning policy for Shropshire “Site Allocations and
Management of Development DPD” – Planning for a flourishing Shropshire.
Firstly Elizabeth Blenkins,
Chairman, gave her annual report:
Welcome and thank you for
coming to our Annual Parish Meeting – as you probably know this meeting is
primarily for us all to find out about/understand the new Planning policy for
our are area (Burnell and Severn Valley).
Firstly I’ld like to have our
Annual Report:
We have had five Council
meetings this year
At last year’s AGM Julie
Bridges announced that she would not be standing for re-election as a
councillor. Julie had been a councillor for a long time and she needed to spend
time elsewhere, she had put a lot of time and effort into being a councillor
and we miss her. Rachel Boulton has now taken her place and we welcome her. And sure she is going to have a long and
successful time
I would like to thank all
councillors for their time and commitment, to Roy for keeping an eye on the
roads, and liasing with the divisional surveyor pinpointing main problem areas.
Jim, Andrew and James Rogers for mowing the church yard, to everyone who helped
with the annual clearup in the churchyard and its surrounds, to John,
Andrew,and anyone else that dealt with and went to view the 9 Planning
Applications this year. One of which that has been refused. Thanks v. much to
Tim for attending all our meetings and answering any questions and concerns and
of course thanks to Michael for keeping me in check and allowing me to bug him.
I’ld also like to thank all
those that helped with the Lenton lunch particularly the wives – we did well
raising £ ??? which went to Air Ambulance
But most of all and as usual
thanks to Andrew our vice chairman who has not only done all of the above, been
my right and left hand, metaphorically held it on occasion but also done a lot
of work this year as our representative for the Local Joint Committee meetings.
The LJC has a budget of £36,000 and has been set up to regenerate rural areas, they
meet quarterly in one of the 14 different parishes of Burnell and Severn Valley
if there are any projects, schemes or anything that you feel we need in Cardington
Parish we can apply for funding from them. We would be grateful for any ideas.
This year they have paid for the warming oven in the VH and we are getting salt
boxes so that the salt doesn’t disappear when it rains and hopefully they are
less unsightly. One of their meetings was held here in Cardington and had a
presentation on Shropshire Council’s 2010/11 budget including interactive
proposals, seeking the public’s views on services and how the budget is spent.
Any suggestions can come through us or if you have questions as to regarding what
would be funded or need help with applications our Community Regeneration
Officer is Rachel Johnson and I can give phone No.
After the extreme winter
weather pot holes are a problem for all areas we are trying to get them done
and some have been but the Council did not have the time or money with so many
hopefully now with the new year’s budget they will get done. Apparently Howard
Jones had a contract to clear the roads when we had snow which speaking for
myself worked well as they went all round the main part of Cardington. Sorry we
ran out of salt but Council were holding back for main roads
In general it has been a
quiet year with no pressing projects and therefore no big expenses.

Options for a Development Plan Document
On 24th May the
Local Joint Committee meeting took place in Condover and had Malcolm Price as
speaker. He was explaining the new policies for ‘Affordable Housing’. Andrew
Seabury and Elizabeth Blenkins attended. This further explained new policies in
Shropshire.
At the above meeting the PC
voted against becoming a cluster as it was felt that it is not suitable for
Cardington as there are few amenities and minor roads leading to it. At present
there are no developments put forward to the Planning department for
consideration. Voting against being in a cluster, as I understand it, still
gives us the opportunity for possible infill (as before) or housing for local people,
where the house would be valued at only 65% of market value or a small
development of Affordable Houses eg. 3-4. There are no plans for this at
present.
It is recommended that anyone
who is interested should read the pamphlet – Planning for a Flourishing Shropshire - which can be obtained from Ippy Blenkins or in her porch.
Comments/views should be sent before 25th June and there will be
further consultation later this year.
